stephen loy | Executive Director
Stephen Loy is an invaluable asset to the Tech Park. Joining the team in 2004 as director of communications, he has made his way up the ranks, from handling the Park's public relations, to being responsible for the day-to-day operations of the incubator. This means developing strategies to continue attracting early-stage companies to apply for membership. In April 2008, the board of directors named Stephen Louisiana Tech Park’s interim executive director. In 2011, the board named him executive director.
Prior to joining the Tech Park, Stephen handled PR and legislative issues for the Louisiana Retired Teachers Association. He began his successful career with LSU’s Office of Public Relations.
Stephen is accredited in Public Relations and is a past President of The Public Relations Association of Louisiana—Baton Rouge Chapter (PRAL-BR). He served as Treasurer of the Southern Public Relations Federation Board of Directors and is a past President of the Louisiana Business Incubation Association. Stephen currently serves on the board of the Baton Rouge Area Chamber (BRAC).
kasey frioux | facilities director
As the longest tenured employee at the Tech Park, Kasey's been here pretty much since the beginning, and continues to build on her immeasurable amount of institutional knowledge. As such, she wears many hats at the Tech Park and is the 'go-to' person for just about everything. Before coming to the Tech Park, Kasey spent over 13 years in the automotive industry, working for some of the largest dealership networks in the South. She leverages that business background on a daily basis by working closely with Tech Park members, ensuring they're able to put their best corporate foot forward. Her title is facilities director, and boy, is it a big facility! Kasey oversees the maintenance and upkeep for the nearly 40,000 square feet we have under roof; that's 16 office suites, nearly 200 light fixtures, 14 A/C units, three biometric retinal scanners, 10 security cameras, and the list goes on! But Kasey makes it look easy, and her contributions keep our clients from having to worry about a thing, except creating that next groundbreaking technology.
Joan garner | administrative coordinator
Joan stands on the front line for the Tech Park and our members, greeting visitors and answering the phones for each company. Bringing with her a wealth of experience from both the public and private sector, it’s her persona, her patience and her sincere devotion to each member that helps make that all-important, positive first impression. On top of all this, Joan also maintains scheduling for the Tech Park’s multiple conference rooms, training lab and other meeting spaces, and she can also provide general clerical duties to our members, from filing to data-entry, and just about anything else that allows them to remain focused on running their business. Joan is a two-time graduate of Louisiana State University, as well as a graduate of the University of Hawaii.
connor tarter | marketing and communications manager
Connor joined the Tech Park's staff in November of 2016 after serving as a communications specialist for a global industrial material distributor. His expertise lies in messaging, branding and other creative skills like graphic design and copywriting. He is tasked with maintaining the Tech Park's public image through our web properties, press releases and printed collateral. He also serves as Marketing and Communications Manager for the Tech Park's sister company, NexusLA.
Todd Lowery | Director of Investment Readiness
Todd is the newest member of the Tech Park staff. He enjoys the collaborative and creative activity that is mentoring clients through the process of raising capital to fund their growing businesses. Todd manages the NexusLA and Louisiana Technology Park programs centered around investment readiness as well as provides support and consultation in all finance related matters. Prior to joining our staff, Todd enjoyed a distinguished career holding several key domestic and international positions with petrochemical manufacturing and oil and gas production firms. He has broad exposure to business development, engineering, finance, operations, acquisitions and divestitures, and negotiations which enables him to be a good resource and sounding board for entrepreneurs who must think about all facets of their business and holds an undergraduate degree in mechanical engineering from Oklahoma State University and a MBA with a concentration in finance from Rice University’s Jesse H. Jones School of Business.
wendy overton | director of programming
Wendy Overton serves as the primary director for all NexusLA events and programs, including Baton Rouge Entrepreneurship Week, and the Bayou Classic BizTech Challenge and BizTech Fellows HBCU programs. She also plays a large role in helping acquire funding for our slate of programs through applications for grants and the cultivation of relationships with other key players in entrepreneurial and business ecosystems in Baton Rouge and beyond.
